Every profile in this site’s documentation of the Empowered21 normalization mechanism has identified a specific gateway: David Mohan for Indian and World AoG Pentecostalism; David Ramirez for the Church of God (Cleveland, TN); Danny De León for Hispanic Assemblies of God; Charles Blake Sr. for COGIC; Daniel Alm for Swedish Pentecostalism. David Wells is different from all of them in a way that makes his Empowered21 Global Council seat the most broadly reaching single normalization effect documented in this entire series.

He holds five simultaneous senior governance positions spanning Canadian Pentecostalism, North American Pentecostal and charismatic ecumenism, global Pentecostalism, global Assemblies of God governance, and the Evangelical Fellowship of Canada. As President of the Pentecostal and Charismatic Churches of North America, the umbrella body that brings together every major North American Pentecostal and charismatic denomination under one institutional banner, his Empowered21 Global Council membership carries the coalition’s normalization signal not into one denomination but into all of them simultaneously, through the single institution that formally convenes them all. This is the most comprehensive single Empowered21 normalization effect the movement has achieved in North America, expressed through one man holding five offices at the same time.

I. The Five Positions: An Unprecedented Institutional Stack

David Wells’ institutional portfolio is worth examining in full before any theological analysis, because its scope is genuinely unprecedented among figures profiled on this site:

General Superintendent, Pentecostal Assemblies of Canada (PAOC): Canada’s largest Pentecostal denomination, with approximately 1,100 churches and 235,000 adherents. The General Superintendent is its highest elected governance position. Every PAOC church in Canada is governed, in part, by the institutional directions set from this office.

Global Executive Council, World Assemblies of God Fellowship: One of the most senior positions in global Pentecostalism, shared with David Mohan (Vice Chairman, documented in the preceding profile) and George O. Wood (Former Chairman) and a small number of elected international Pentecostal leaders.

Vice-Chair, Pentecostal World Fellowship: The Pentecostal World Fellowship represents Pentecostal denominations in 133 countries with an estimated 380 million Pentecostal Christians. The Vice-Chairmanship is the second-highest elected position in this body.

Former Chair of the Board, Evangelical Fellowship of Canada: The EFC is Canada’s primary evangelical ecumenical body, bringing together evangelical denominations, para-church organizations, and institutions across the country. Wells’ board chairmanship connected him to the broader Canadian evangelical landscape beyond Pentecostalism specifically.

President, Pentecostal and Charismatic Churches of North America (PCCNA): This is the most strategically significant position for understanding the Empowered21 normalisation effect. The PCCNA is the formal umbrella body that brings together all major North American Pentecostal and charismatic denominations: the Assemblies of God, the Church of God (Cleveland, TN), the PAOC, the Foursquare Church, the Church of God of Prophecy, the International Church of the Foursquare Gospel, the United Pentecostal Church International, and dozens of smaller bodies. The PCCNA President is the formal convenor of this entire coalition.

II. The PCCNA Presidency: Where the Normalization Goes Everywhere at Once

David Wells’ PCCNA presidency changes the mathematics entirely. The PCCNA formally brings together all the denominations documented in every preceding Empowered21 gateway profile, plus the Assemblies of God, the Foursquare Church, the International Pentecostal Holiness Church, and every other major North American Pentecostal and charismatic body, under one institutional roof, whose president sits on the Empowered21 Global Council.

When the President of the formal umbrella body of North American Pentecostal and charismatic denominations is an Empowered21 Global Council member, the normalization signal does not travel through one gateway into one denomination. It travels through the PCCNA’s convening authority into every member denomination simultaneously. Every PCCNA member denomination’s leadership that participates in PCCNA events, reads PCCNA communications, or respects its institutional framework receives, through their President’s Empowered21 affiliation, a signal about the theological acceptability of the coalition that seats Kenneth Copeland and Bill Johnson alongside their own denominational leaders.

This is Empowered21’s North American normalization project in its most comprehensive institutional expression.

III. The Endorsement Network: The Most Complete Empowered21 Catalogue in This Series

Several endorsements deserve specific attention for what they reveal about the theological range being normalised:

Todd White — documented false teacher; healing theology operating within the specific framework that attributes illness to lack of faith or spiritual failure. His presence on a Pentecostal General Superintendent’s endorsement list is not incidental.

Steven Furtick (Elevation Church) — documented Modalist confusion; fabricated “spontaneous” baptism events; the $1.7 million home; Code Orange Revival host.

Robert Morris (Gateway Church) — resigned 2024 following allegations of serial sexual abuse of a minor beginning in the 1980s; Ché Ahn’s documented mega-church apostles network member.

Phil Pringle (C3 Church) — Australian prosperity gospel and NAR network; Chris Hodges‘ named mentor.

Marcus Lamb — the late Daystar Television Network founder; documented on this site.

Justin Welby — the former Archbishop of Canterbury, who resigned in November 2024 following a report finding he had failed to adequately respond to John Smyth’s serial sexual abuse of at least 130 boys and young men over four decades. His presence on a Pentecostal General Superintendent’s endorsement list illustrates the ecumenical breadth that the PCCNA presidency and global Pentecostal governance roles together produce, and raises specific questions about the pattern of accountability failures that the endorsement represents.

Tim Keller — the late founder of Redeemer Presbyterian Church in Manhattan; a Reformed evangelical voice whose simultaneous endorsement alongside Todd White, Cash Luna, and César Castellanos reproduces the theological incoherence documented in the David Ramirez profile’s A.W. Tozer analysis.

Stovall Weems — the former Celebration Church Jacksonville pastor at the centre of the ARC conspiracy lawsuit documented in the Chris Hodges profile on this site.

IV. The PAOC and Canada’s Pentecostal Inheritance

The Pentecostal Assemblies of Canada was founded in 1919, drawing on the Azusa Street revival’s theological stream while developing its own Canadian expression of Pentecostalism with particular emphasis on missions, evangelical preaching, and community care. Its heritage is genuinely significant, and its missionary contribution to the Global South, through ERDO (Emergency Relief and Development Overseas) and through international church planting, has been substantial and costly.

The PAOC is not a NAR movement. It is a mainstream Pentecostal denomination with a genuine evangelical heritage and a theological self-understanding that is incompatible with Word of Faith prosperity theology, NAR apostolic governance, and the prophetic governance framework of the ACPE. Its congregations, approximately 1,100 churches across Canada, are not WoF churches. Their pastors did not come to faith through Bethel BSSM or Todd Bentley’s Lakeland meetings.

But their General Superintendent sits on the Empowered21 Global Council alongside Kenneth Copeland, Bill Johnson, and César Castellanos. Their General Superintendent endorses Todd White, Phil Pringle, Cash Luna, and Brian Houston. Their General Superintendent is the President of the PCCNA, through which his Empowered21 affiliation carries its normalization signal into every major North American Pentecostal denomination.

The PAOC’s 1,100 congregations, and the millions of Canadian and internationally reached believers they serve, deserve to know what their General Superintendent’s institutional affiliations carry into their denomination’s theological horizon.

V. The Cumulative Pattern: What Five Profiles of “Empowered21 Gateway” Figures Reveal

Reading the David Wells profile alongside the David Mohan, David Ramirez, Danny De León, Daniel Alm, and Charles Blake Sr. profiles produces a picture of the Empowered21 normalization project’s scope that no single profile can convey.

Empowered21 has placed its Global Council seat with: the General Superintendent of the All India AoG (David Mohan); the Third Assistant General Overseer of the Church of God (David Ramirez); the AoG West Spanish Area Executive Presbyter (Danny De León); the COGIC Presiding Bishop (Charles Blake Sr.); the Swedish Pentecostal General Superintendent (Daniel Alm); and the PAOC General Superintendent and PCCNA President (David Wells).

Together these positions represent governance authority over hundreds of thousands of congregations worldwide, spanning every major conservative Pentecostal denomination on every inhabited continent. The Empowered21 coalition that seats Bill Johnson, Kenneth Copeland, and César Castellanos has, through these figures’ Global Council memberships, achieved simultaneous institutional reach into virtually every mainstream conservative Pentecostal body in the world.

This is not accidental. It is the systematic outworking of a design documented in the Global Council’s composition from its founding: that by placing respected mainstream figures alongside NAR apostolic ones within the same institutional framework, the theological boundaries that historically separated sound Pentecostalism from Word of Faith prosperity theology and NAR apostolic governance can be progressively dissolved, without any explicit doctrinal statement ever needing to be made.
